Licensing for Office 365

E3 is a larger mailbox for main corporate individuals, you only need an E3 it includes desktop apps so it does not need 2 groups.
E1 is smaller mailbox - but it needs a Desktop Apps license with it. So it needs to be 2 groups associated with most accounts. 
which would be E1 and Microsoft Desktop Apps.
